    1. 9:33: These crimes covered a large area of the southwestern part of Bethesda. Not a single one of them took place in the area being described by the planning department as "Westbard".

    No one says they live in "Westbard". Westbard is just a street.

    Westbard is historically a part of Greater Bethesda, and many ethnic Bethesdans live there.
