Public meeting scheduled for Westbard preliminary plan on November 29

Developer Equity One, which was just acquired by development giant Regency Centers, has scheduled a public meeting on the preliminary plan for its proposed redevelopment of 22 acres in the Westbard area of Bethesda for Tuesday, November 29. The meeting, which was set prior to the merger announcement, will be at 7:00 PM that evening, at The Ballroom, located at 5521 Landy Lane (off River Road) in Bethesda.

The properties included in the plan are the Westwood Shopping Center, Westwood Center II, the vacant Manor Care nursing home, Westwood Tower, Bowlmor Lanes, and Citgo I and Citgo II. There may be updates to the plan that was previewed to residents at a similar meeting earlier this year, after feedback from the Development Review Committee in late summer.

    So, Regency is presenting its preliminary plan before (as far as I am aware) County approval of its less detailed sketch plan. This despite substantial public criticism of numerous aspects of the sketch plan, including (but not limited to):
    -insufficient public open space;
    -massing that is incompatible with the adjacent single family neighborhoods;
    -intent to build in the floodplain of the Willett Branch Stream;
    -insufficient connectivity to the County's proposed public greenbelt along the Willett Branch
    -failure to commit to bury utility lines and place all parking underground;
    -insufficient or lacking transportation and environmental studies;
    -erection of roof terraces beyond sector plan height limits;
    -failure to determine whether graveyard/s exist on the site and, if yes, to arrange for proper reburial of the remains.

    I will say, sadly, that it will be par for the course if the Planning Department and Planning Board ignore public comment on the Westbard sketch plan. In most U.S. communities, planners look out for residents and forge development compromises. Not in Montgomery County.

    It was the high-handedness of the Planning Department, the Planning Board and the County Council that led to the passage of term limits. Looking forward to the possibility of substantive reform, including such basics as listening to the public and compromising on matters of disagreement.
