What's going on here? I had double-checked the agenda online before leaving. Not only was there supposed to be a meeting, but Marriott was first on the agenda, as it had been for weeks.
Well, it turns out that a double whammy was pulled.
First, the meeting time was moved back to 10:00 AM. Well, that was just wrong, moving a standard meeting time 30 minutes later. But, wait - there's more! Marriott is now last on the agenda, and will be going on at 11:30 AM. The same time as the Macedonia Baptist Church protest at the Montgomery County Council Building in Rockville, and there's absolutely no question that I am going to be there.
I waited as long as I could, but nope, things dragged out just long enough. As I pulled out of the overpriced parking lot, where I had wasted several dollars parking for nothing, I could see the Marriott team heading toward the building. Whatever information I as a Bethesda resident had a right to learn about the Marriott project, and share with you, my fellow Bethesda residents on this blog, remains top secret. No apologies - if you wasted gas and time driving here for the Marriott review, well, too bad.
That is not an open process.
The department is fully aware of the high interest in this major project. Such a meeting should not be altered in time at the last minute. And it most certainly should not be altered without updating ALL of the agendas posted online. Check out this agenda - it's still online (until they take it down).
While it was stated that Marriott was expected to go overtime - too bad! The Planning Board does the same thing to us, the taxpayers, all the time. They use the parking meters as leverage, in fact. Numerous times, even when there is a big crowd there to testify, they have moved an agenda item to the end. This guarantees your meter is going to run out. Do you run out to put more quarters in, and miss being called to speak? Or just get a ticket? Ridiculous!
Yet, we are often forced to sit there, hour after hour through updates about plans and other irrelevant topics. Why can the developers not sit there, too, if Marriott runs over? Why is there anything else on the agenda with Marriott to begin with, if it is so complicated? The issues for the two projects that took Marriott's place were so minor, it was a waste of those applicants' time to haul them in there yesterday.
Once again, the department shows a shocking lack of respect for the citizens who are making an effort to participate in the process. If there is an important agenda item of great interest to the community, that item should be first, out of courtesy to the residents. And the time of the meeting itself certainly should not be changed.
What is going on here? "Find new ways?" How about respecting the time of the people who pay the salaries and keep the lights on at Planning HQ, and hold the meetings we have now when they are scheduled to be held?

C) All of the plans for Marriott and other projects are available online. Nobody's hiding anything. In any case this is a very informal "Concept Plan." Sketch, preliminary, and site plans can't even be approved until the Sector Plan and Overlay Zone are actually passed.

As a full time working employee during normal work hours, it is amazing that people have the time to show up to these meetings. Props to Robert for being that person who actually has the free time to attend, for all of us who have to work.

If Robert is a full time journalist, wouldn't/shouldn't he just suck it up, pay the parking for an extra hour, then whine and bitch after getting the scoop? It sucks, but every job has had this happen before where a client is not fully prepared and it takes longer than necessary. Also, the change may have been very sudden and they did not have time to post notice. I am not saying it was justified, but how do you know it was the council's fault when it could very well have been Mariott's fault? Mariott may have had something come up and had to postpone. That makes more sense as to why they would push it to the end for their sake, not for the council trying to run out people's meters.

If they didn't want to, don't put an agenda out with misleading information. Be professional about it. This isn't the high school drama club meeting after school.
DeleteIt's perfectly normal to move the meeting agenda item which is expected to generate the most discussion, towards the end of the agenda. This is done so that people coming for the other items aren't forced to sit through the longer discussion of the main agenda item.

This article would have been fine if he reported on what happened, but didn't divulge into how the council tried to set it up so he could not attend. Delete1. The Development Review Committee is an inter-agency body that evaluates development applications and approves or revises the proposed design. The Planning Department participates in the DRC, coordinates its work and implements its recommendations. It is entirely reasonable and accurate to criticize the Planning Department for poor scheduling or performance of DRC activities.

Yes, schedules occasionally change, but Montgomery County needs to do more, far more, to make the planning and zoning process accessible to residents and taxpayers and to ensure that planning and zoning results reflect the needs and vision of the community. As shown by contentious and disputed planning processes for Westbard, Lyttonsville, Damascus and downtown Bethesda, the process needs an overhaul. I predict that this will be a key issue in the 2018 County elections.
3. Given the erosion of public trust in the planning process, rescheduling public meetings without notice is the wrong thing to do. We need more transparency surrounding MoCo land use planning, not less.

@1:20 pm: Westbard is part of the Bethesda 20816 zip code. You can confirm this by going online and looking up addresses that are part of or adjacent to the Westbard development site (examples: Westbard Shopping Center, the Residences at Capital Crescent Trail, Westwood Towers.)

The incorporated town of Somerset lies to the east of Westbard. Chevy Chase, MD is also east of Westbard, and Chevy Chase, DC is southeast of Westbard.

ReplyDeleteWhat I've found in reading this blog is that Robert can get over-heated when he discusses politics or expresses his opinion, but that he's accurate about events/facts (at least the ones that I can personally verify).
FWIW, the Planning Department/Planning Board/County Council permits citizen input on land use issues (we can send written comments or testimony, and give statements for 3 minutes apiece in public hearings), but our views do not appear to be taken seriously. Many people, including myself, are extremely frustrated, and I believe that the Planning Department's/Planning Board's/County Council's handling of land use matters was one of the important elements in the adoption of term limits for the County Council in November 2016. (And it wasn't just a conservative, Republican issue-- you can't get 69% of the vote in MoCo, as term limits did, without Democratic support. FWIW, I vote Democratic.)
For my part, I am grateful to Robert for covering local planning meetings, including issues of controversy. He is the only one to do this consistently in Montgomery County since the Montgomery Gazette closed down in 2014. Bethesda Beat, the blog of Bethesda Magazine, covers some of the same material, but not as regularly as Robert.

ReplyDeleteYour question of "what is Bethesda" is really a good one. I had the same question when I moved here. Here's the scoop, with an assist from Wikipedia:
Bethesda is a "census-designated place", that is a place where population is concentrated that does not correspond to a unit of local government. We are a local area defined by the U.S. Census Bureau, and we are also an area defined by zip codes/mailing address, predominantly zip codes 20814, 20816 and 20817. 20814 includes downtown Bethesda. 20816 and 20817 are to the west of 20814 and are more suburban. 20815-- the Chevy Chase zip code/area, is east of Bethesda.
Geographically, Bethesda extends roughly from the DC line to the Capital Beltway on a north-south axis and between Wisconsin Avenue and the Potomac River on an east-west axis. The Westbard's area is southwest of downtown Bethesda. Woodburn is northwest of downtown Bethesda, I believe.
In terms of governance, Bethesda is part of Montgomery County-- the largest county in Maryland (which is always not helpful in getting Bethesda's concerns recognized.)
In summary: Odd as it may seem, Bethesda is a collection of neighborhoods originally defined by the Census Bureau and further delineated by zip codes. We are not a governmental unit. Fortunately, we've done OK despite our amorphous status.

It's common practice to move agenda items so quicker handled items are completed first out of respect for those people who are actually required to be there. Stop whining and act like you've been there before.

I think everyone is missing the main point on this and quick to jump on Robert for this. The church was protesting which Robert had promised to attend, yet the Mariott meeting was moved to the same time. Robert could not be at two places at once, hence why he was fuming and angry . That part does get lost in the writing since Robert stresses more he is anti-parking meter and the system is corrupt, than stressing the moving of the meeting was going to cause him to miss other news.

They did not say Marriott had anything to do with the decision. But it was know 2 months ago that Marriott would take longer, so changing it at the last second wasn't credible.

The only way this was a conspiracy was as a conspiracy to make it as difficult as possible for the civilian to participate in the Marriott project review process. Robert, even if the meters are old and don't use the app, you can still get up and go re-fill. But the point remains - your anger is likely misdirected at the council. My money is on Marriot moving the time due to a conflict or last minute issue. It stinks but it's normal. What if there had been a time conflict all along? Would you call it an anti-Dyer conspiracy?

I never said it was illegal to own a business and not live in the county, its more you have claimed to have always lived in the county as a lifelong resident. Hence the assumption you live here. You also have claimed in the past to have employed people and you make a profit. Hence why I would assume you have made money to be able to afford to either own property. If you rent out an apartment that is fine, many people do when just starting out, but you have run for council multiple times and own a business, so I would assume you own property in the county you reside in. I personally have trouble voting for someone who lives in their parents basement their whole life, which maybe you don't and can prove me wrong, but that perception to me just makes me shudder.

People in Rockville don't give a damn what's going on in Silver Spring. That's just one of many reasons I am the leading source of hyperlocal news countywide. Plus, people in Rockville don't want to have to wait a week to find out there's a new restaurant opening in the town center, in a reheated version of my article that doesn't cite me as the source. So they read and follow RockvilleNights.com.

Your frequent references to potency, "He-Man", "body slams", "Girly-Man" .etc suggests serious unresolved issues with your own sexuality. Not that there is anything wrong with that.
I am curious why you think you could serve in government having offended: all your likely Council members, the Council President, nearly every County Department, nearly every current elected representative -- MD State House, US Congress - both branches, nearly every State Government Department -- MDOT, several others. The MD Governor.
You would need at least cordial relations with all of these to get anything done as an elected representative for the County.
You have not just shot yourself in the foot in terms of a future role as a representative, you have shot a cannon at your own foot.
