Weird water problems continue in the Woodmont Triangle

Another weird Woodmont Triangle water phenomenon has popped up in one of the usual places, the Old Georgetown Road corridor in downtown Bethesda. This time, around midday Monday, I found a hose with a strange nozzle attached to a fire hydrant at the corner of Old Georgetown and Cordell Avenue. It was causing a flood of standing water at the end of Cordell, and a pedestrian hazard.

When I returned Monday evening, the hose was still gushing, and the flooding was even worse. When it's not a water main break on Old Georgetown, or a geyser near Veterans Park, it's something like this that makes no sense at all. WSSC will often open a hydrant to flush brown water out of their pipes in a particular neighborhood, but only temporarily, and a WSSC employee is actually present the whole time. I've never seen this particular situation before.
