Westwood Shopping Center demolition update (Photos)


The historic 1959 Westwood Shopping Center is no more at 5400 Westbard Avenue in Bethesda. Demolition of the strip mall is just about finished. In these photos you can see the staircase that was alongside Anglo Dutch Pools & Toys (or Farrell's Ice Cream Parlor, for longer-term residents), and remnants of the brick wall that surrounded the service alley and loading docks behind the shopping center. You can also see the extreme grade of the property, which was largely masked by the retail structure between the Westbard Avenue elevation and the elevation of the actual storefronts. The shopping center and its parking lot are soon to be replaced by an apartment building with ground floor retail space, and the Brownstones at Westbard Square townhome development.





Also gone? The monument sign at the "Farrell's" entrance to the shopping center, which advertised anchor tenant Giant. It was removed prior to completion of the building demolition. 


That was a valuable sign placement, which could not be obtained today, as it is now illegal under the current sign code. Many businesses in Montgomery County go out of business because of our absurdly-minimalist sign regulations circa 2024. Drivers pass - and they keep on going, because they have no clue your business is operating "somewhere in there."

Demolition of Westwood Shopping Center in Bethesda (Photos)


It's a sad sight at 5400 Westbard Avenue in Bethesda, where the Westwood Shopping Center demolition has been taking place in recent days. The historic 1959 strip mall holds golden age memories for many longtime members of the community, especially those who grew up in the neighborhood. 


Westwood Shopping Center was home to many beloved businesses over the decades: the over-the-top desserts, birthday celebrations, and arcade games of Farrell's Ice Cream Parlor; Crown Books, which was founded because Robert Haft had a prophetic vision of our present day in which "books cost too much;" the hardware store; the Westwood Pet Center (now at The Shops at Sumner Place); Drug Fair; Beyda's Lad & Lassie; the 31 flavors of Baskin Robbins; Pants Corral; the Westwood Barber Shop (still there in the new building next door!); Fashion Craft Cleaners; Frame World; the 24-Hour Bob ATM of Bank of Bethesda; Anglo Dutch Pools & Toys; and, of course, the legendary RadioShack. 


A Martian landscape is being left behind for the time being. The shopping center and its parking lot will be replaced by an apartment building with ground floor retail and restaurants, a town square, an EYA townhome development called the Brownstones at Westbard Square, and a small park. Delivery of that phase of the Westbard Square development is anticipated for 2026-27.

Giant logo blacked out on original Westwood Shopping Center sign in Bethesda (Photos)


The Giant logo on the old Westwood Shopping Center entrance sign has been blacked out on Westbard Avenue. Giant has relocated into the new retail building directly adjacent to the old Giant store. Vehicular access to the new grocery store is now made from the garage entrance further up the block across from the Citgo gas station.


Perhaps Regency Centers is trying to avoid confusion for drivers, as access to the soon-to-be-demolished strip mall has been fenced off. However, I think they would be smart to keep and modify this tall sign. Such a sign could not be erected today, but this one is grandfathered in as already-standing, making it quite valuable. Spiffed up, it could advertise the new Westbard Square development, Giant, or anything else Regency Centers wanted to post on it.

Westwood Shopping Center fenced off in Bethesda (Photos)


The Westwood Shopping Center on Westbard Avenue in Bethesda has been fenced off. As a result, the remaining vehicle entrance to the property from Westbard now only provides access to the Kenwood Place condominium residences and professional offices. The 1959 strip mall and surface parking will be demolished to make way for a new apartment building with ground-floor retail and restaurant space, a town square, a new street and an EYA townhome development. Anchor tenant Giant has relocated to the Phase 1 building of that Westbard Square development, directly adjacent to the old shopping center.

Asbestos removal project begins at Westwood Shopping Center in Bethesda


Westbard Square property owner Regency Centers is preparing for demolition of the 1959 Westwood Shopping Center strip mall in Bethesda. One of the preliminary steps is removal of asbestos from the building. That project has just gotten underway, according to a notice posted on the window of the former Farrell's Ice Cream Parlor/Anglo Dutch Pools & Toys space at 5460 Westbard Avenue. 


The remediation project is anticipated to be completed by February 9, 2024. Giant, the last tenant in the structure, is scheduled to move out at the close of business tomorrow night. It will reopen Friday in its brand-new space atop the adjacent Westbard Square building. The strip mall will be replaced with an apartment building with retail and restaurant space on the ground floor, which is expected to open by 2027.

New Westbard Giant sets opening date in Bethesda


The big switchover from the existing Westbard Giant grocery store at the Westwood Shopping Center in Bethesda to the new store at the adjacent Westbard Square development at 5400 Westbard Avenue now has a date. The new store will open the morning of January 26, 2024. Giant's current Westbard store will permanently close the night before, January 25, 2024, at 10:00 PM. The existing Giant store has operated for six decades at the shopping center, which was constructed in 1959.

Kumon relocates to Westbard Square in Bethesda


Kumon Math and Reading Center
has relocated from 5450 Westbard Avenue at the Westwood Shopping Center to 5400 Westbard Avenue, Suite 260, next door at Westbard Square. It is accessible from the new Westbard Square building's parking garage. The afterschool academic program is one of the last tenants to vacate the strip mall, which is slated for demolition to clear the way for a new apartment building this year. 


Kumon was founded in Japan in 1955, when teacher Toru Kumon developed a set of worksheets that helped his own son, Takeshi, attain advanced proficiency in math. His worksheets inspired those used by the Kumon centers worldwide today. As the company says, "Right at this moment, someone, somewhere around the world, is learning with Kumon."

Westbard Starbucks closes at Westwood Shopping Center in Bethesda (Photos)


Take one final look at the interior of the Starbucks at 5438 Westbard Avenue in the Westwood Shopping Center. The coffee shop and community gathering space closed its doors permanently after serving its final customers last evening. Starbucks will return in the new Westbard Square development adjacent to the existing strip mall in 2024. Its exit and reopening are not without controversy among customers, however.


Westbard Square anchor tenant Giant is resurrecting an idea that flopped nearly twenty years ago at this same property. Not only will there be a new Starbucks on the ground floor of the Giant building, but "signs" suggest there will be a second Starbucks upstairs, inside the grocery store. First, a small sign with the Starbucks logo appeared on the building facade under the Giant logo. In recent days, Starbucks signage can be seen through the third floor windows, inside the future grocery store space. 


The supermarket and its little Starbucks are expected to open next month, ahead of the big Starbucks downstairs. Some regulars at this Starbucks are upset that its longtime staff are reportedly being reassigned to other stores, rather than to the big or little new Starbucks.


Those patrons also worry that Starbucks customers will establish their routines at the little one in Giant, causing the bigger one to struggle when it opens later by cannibalizing sales. Some who met daily to drink coffee and hang out at the Westbard Starbucks are concerned that they could end up losing that gathering space in the new standalone Starbucks as a result.


The potential appeal of the second, little Starbucks inside Giant remains to be seen. It sounds good on paper, as an easy way to obtain a drink while grocery shopping, without having to walk all around the property to buy it. But the concept fizzled out quickly at the Westbard Giant a couple of decades ago. Rather than use Starbucks employees, Giant had its grocery store workers make the coffee drinks, and customers complained that the beverages weren't always made properly. The little Starbucks counter was torn down after a short run, and never really impacted the "real" Starbucks a few doors down from the Giant.


Yesterday's closure also brought a conclusion to a mildly-contentious final week, in which some of the loyal customers sought to recognize Starbucks workers who had been fixtures at the Westbard store for years. A farewell banner with customer messages celebrating those employees and the store was created, and the customers said they sought and received permission from property owner Regency Centers to post the banner at or adjacent to the store. But, they said, the banner was ordered removed by Starbucks managers at the district and regional levels, due to a company policy of no customized decor. Eventually, the banner was posted again inside the store during the Christmas weekend. 


The customers who organized the banner said they don't want the Westbard Starbucks staff to be scattered to other stores, and replaced with a new team when the new Starbucks opens...in 2-to-3, or 4-to-6 months, depending upon who is giving the estimate. One thing is for certain - there will be no shortage of Starbucks at Westbard Square by mid-2024.

Anglo Dutch Pools & Toys in Bethesda to close forever December 17, 2023


It's the end of an era for Anglo Dutch Pools & Toys at 5460 Westbard Avenue at the Westwood Shopping Center in Bethesda. After 38 years in operation, the family-owned business will permanently close as of tomorrow, Sunday, December 17, 2023. It is one of several small businesses in the shopping center that will not make the transition to the new Westbard Square development on the same property. While the store was originally to close November 30, landlord Regency Centers apparently had a change of heart and allowed Anglo Dutch to stay open longer during the critical holiday shopping season.

"We wanted to say our goodbyes, since our store will be shutting down as of December 17, 2023," owner Solie Darvish posted in a farewell message online. "At the same time, we want to thank all of our customers for your kindness and love you have shown us. Thank you and lots of hugs from the crew at Anglo Dutch." Independent toy stores are a rarity these days - as are toy stores, in general - so the closure is quite a loss.

Montgomery County Liquor & Wine cleared out at Westwood Shopping Center in Bethesda


The Montgomery County government-owned Liquor & Wine store at 5432 Westbard Avenue at the Westwood Shopping Center has closed. Its space has been cleared out, except for shelving left behind. The store will reopen in the adjacent Westbard Square development in early 2024 as one of the County's Oak Barrel & Vine liquor store concepts. Longtime residents will recall this space in the shopping center was previously home to a decent-sized hardware store, an amenity lost to the neighborhood.

First look: Parking garage opens at Westbard Square (Photos)


The parking garage has opened in the new Phase 1 retail building at Westbard Square in Bethesda. It may be timed to the opening of the new location of the Westwood Barber Shop, which looks like it may have just opened; shortly after the normal closing time last evening, employees were seen inside wearing barber uniforms. Voorthuis Opticians is likely to be the second tenant to reach opening day; the eyewear chain says it expects to open its Westbard Square store in late December or early January. Anchor tenant Giant is expected to follow later in January. 


The garage has one of those fancy digital signs indicating how many spaces are available, and the exit has some character with a smart aleck "SEE YA LATER!" sign above the driveway. A corridor leading to "SHOPS" is still fenced off, as those shops either haven't opened yet, or are vacant storefronts.
