WHAT IS THIS MYSTERY DEVICE IN BETHESDA'S VETERANS PARK? (PHOTOS)

Maybe I just haven't noticed it before, but there is a contraption standing in Veterans Park with a little propeller atop a pole.  The propeller spun around once, as a result of a breeze, but was still at other times.

Is it a weather station of some kind?

It is a wind meter that is tied to the fountain. It shuts the fountain off if the wind speeds get too high since the fountain uses recirculated water.
