Bethesda construction update: &pizza at Pike & Rose (Photos)

One reader was asking yesterday about the status of &pizza at Pike & Rose, and I just happen to have a construction update for you.

The local pizza chain is exploding across the region in a major expansion, and faces a formidable pizza competitor at Pike & Rose in Stella Barra.

Each one has its own niche and price point, however. &pizza is more of a carryout, fast-casual artisan pizzeria, while Stella Barra is designed more for dining-in, and enjoying a fine wine with your artisan pizza.




Bethesda Country Day School could have competition to lease Alta Vista ES

Bethesda Country Day School is the longstanding tenant at the former Alta Vista Elementary School at 5615 Beech Avenue, and it wants to stay there. But under Montgomery County code, the facility has to be put "on the market" to all possible bidders whose uses would comply with a residential zone.

The county is currently accepting bids through July 24, 2015 from interested parties. BCDS is privately-operated by Nobel Learning Communities, and - according to the Department of General Services - has expressed interest in renewing its lease.

Alta Vista ES is on the Parents' Coalition of Montgomery County's "Unused Public School Sites" list, and the amount of development ahead in Bethesda has many asking how much longer Montgomery County Public Schools can wait to reclaim some of these facilities.

Indeed, whoever wins the use of Alta Vista this time around will have to abide by a termination clause in the lease. That clause stipulates that MCPS can kick the tenant out "at any time during the term" if it becomes needed as a public school again.

Chevy Chase Village $10K bike thieves caught on camera (Video/photos) - Bethesda crime update #DC

Three bicycle thieves were caught in the act Sunday in Chevy Chase Village, and police are seeking your help to find them. The three men rode up on bicycles to a home in the 5400 block of Grove Street at 4:15 PM on Sunday, May 3. They entered the open garage of a home, and two of them rode away on $10,000 worth of high-end bikes.

One sped off on a blue and silver Trek 5000 road bike valued at $5,000, according to Chevy Chase Village Police. A second alleged thief zipped away on a black and white "Specialized Tarmac" road bike, also valued at $5,000. The third took one of the suspects' abandoned bikes, as there were apparently no other bikes left to steal from the garage, and made a getaway.

The homeowner's security camera captured video of the thieves in action.

Chevy Chase Village Police have released these photos of the bikes the alleged thieves left behind - thieves apparently oblivious to both the camera and the recent technological advance known as fingerprinting:

Harris Teeter requests construction permit for downtown Bethesda store

Harris Teeter has requested a construction permit from Montgomery County for build-out of its future grocery store at 8300 Wisconsin Avenue in downtown Bethesda. The mixed-use residential building that will house the store, Flats at 8300, is currently being completed by Donohoe Construction.

If you recall, John Kosco of Donohoe said that his firm would eventually turn over the space to Harris Teeter this summer. At that point, the grocer's specialized construction contractor would build the store.

Harris Teeter is expected to open late this year, around the time the first residents move into Flats at 8300.

Carluccio's Caffè ready to start construction at Pike & Rose in North Bethesda's Pike District

When I broke the story about Federal Realty bringing Benedict Cumberbatch's favorite Italian restaurant to its Pike & Rose development, it was unclear what the timetable was for the opening. Would it go into one of the remaining spaces in the Phase 1 construction, or in the Phase 2 section now under construction north of there on the property?

It turns out we'll be trying the world-famous menu of Carluccio's sooner, rather than later. The restaurant and cafe now has a listed address of 11580 Old Georgetown Road, and they have just requested a construction permit from Montgomery County. That would suggest an opening could come in a matter of months, once that permit is issued.

Other famous fans of Carluccio's caffè include Tom Hiddleston and Pippa Middleton.

The Front Row at Bethesda Row 2015 fashion event set for May 28-30

After a few years of movie and TV stars, The Front Row at Bethesda Row fashion weekend is returning to its fashionista roots with this year's VIP guest, Aliza Licht (better known as @DKNY PR Girl on social media). The event will be held May 28-30 at Bethesda Row.

Licht's new book, Leave Your Mark: Land Your Dream Job. Kill It in Your Career. Rock Social Media., goes on sale today. The Donna Karan senior vice president of global communications is offering advice on being successful in today's so-called "new economy" (a.k.a. we let all our jobs get shipped overseas).

You'll be able to meet Licht and get your book autographed when she appears at the Front Row event this year on May 29, between 5:00 and 6:30 PM. Books will be available for purchase at the signing.

The night before, Thursday, May 28, you'll have a chance to screen this year's fashion motion picture selection, Dior and I, at 7:30 PM at the Landmark Bethesda Row Cinema.

Of course, the main event of the weekend is the fashion show on Bethesda Lane, which will be held Friday night, May 29, starting at 7:30 PM. There will be sales, trunk shows and fashion events at retailers around the Row Thursday, Friday and Saturday that weekend. Stay tuned for more details on those.

Video of future Douglas Development luxury apartments in downtown Bethesda

Just came across this video rendering of what the 14-story 8008 Wisconsin apartment building may look like from all 360 degrees. The video's YouTube page does not permit embedding of the video elsewhere, so you'll have to click on the link.

The video was posted over a year ago, so keep in mind several changes have been made to the project since then. I reported on a major change in the building's footprint yesterday, proposed to accommodate a possible Bus Rapid Transit line along Wisconsin Avenue (MD 355).

8008 is being developed by Douglas Development, and is being designed by WDG Architecture.

Fire at Connelly School of the Holy Child means no classes today; AP exam still on (Photos) #DC #Bethesda

Montgomery County Fire and Rescue personnel responded to a fire at the Connelly School of the Holy Child in Potomac last night around 9:50 PM. An automatic fire alarm triggered the response, MCFRS spokesperson Pete Piringer said.

Firefighters found smoke in the building, and located and extinguished a fire in a conference room and utility room in the area of the Upper School's main lobby, Piringer said. He reported that the fire was caused by the spontaneous combustion of oily rags.

No injuries were reported, and the fire caused over $50,000 in damage.

As a result of the fire, school is canceled today, Tuesday, May 5. But parents have been notified that a scheduled AP Calculus exam will still be given today, however. The school says AP Calculus students should report to the Crivella Room at 7:45 AM this morning.

The school is located at 9029 Bradley Boulevard.

Cold Stone Creamery just about ready to open in Bethesda (Photos)

Everything is now in place at the new Cold Stone Creamery in the Dining Terrace at Westfield Montgomery Mall in Bethesda. Menus are installed, and even the topping containers are there (although they were empty yesterday). The ice cream chain had originally been targeting May 1 for the opening. It wasn't open yesterday when I stopped by, but it appears ready to go any minute now. You can get ready by checking the menu below:

EYA requests extension for Chevy Chase Lake projects #DC #Bethesda

Bethesda developer EYA is asking the Montgomery County Planning Board for an extension of the review period of two Chevy Chase Lake project site plans, and of a sketch plan amendment. The request states that more time is necessary to address unspecified issues brought up by the County's Development Review Committee, as well as feedback on its sketch plan.

Part of this stems from the number of agencies who are represented on the DRC, which has members from utilities like WSSC and Pepco, the Maryland State Highway Administration, and county departments like Public Works and Transportation, Permitting Services and Environmental Protection. Addressing concerns from all of those agencies at once can be a complicated task.

The requested extensions are all 2.5 months, pushing the deadline back to July 30, 2015. Planning staff are recommending approval of the request. That request will be taken up by the Planning Board at its May 14 meeting.

Proposed downtown Bethesda BRT station is monkey wrench in apartment project (Photos)

The delay in the 8008 Wisconsin Avenue apartment building project, that was ascribed to the future possibility of a bus rapid transit line running down that street, turns out to be related to a BRT station planned nearby. A Montgomery County map (above) shows one of the MD 355 South BRT route stations will be around the intersection of Wisconsin and Cordell Avenue.

Douglas Development's accommodations to BRT right-of-way issues are contained in a letter from their attorney, Emily Vaias of Linowes and Blocher, LLP, to Montgomery County Planning Director Gwen Wright. In it, Douglas proposes to dedicate 13.5' of its property frontage on Wisconsin Avenue to allow the creation of the 122' right-of-way demanded by the BRT plan between Chestnut Street and Bethesda Avenue.

Douglas will also cede another 10' easement to the Maryland State Highway Administration on the Wisconsin side, to facilitate the Cordell Avenue BRT station, should it be built in the future. In exchange, the SHA would allow Douglas to extend its parking garage east underneath that SHA easement, and extend air rights over part of the easement at a 15' clearance. In other words, the underground garage would not have to shrink, and the building could bump out beyond its ground level footprint, accommodating pedestrians and BRT facilities underneath that overhang.

Also in exchange for these concessions, Douglas is asking to be exempted from a proposed truncation of its property at the corner of Cordell and Wisconsin, which Vaias says would prevent construction of the project's "vibrant" lobby and entrance that would "help to illuminate and activate the streetscape." She also notes that the easements being provided by Douglas would provide ample sight lines at the intersection, and that the full truncation would be inconsistent with the urban character of the location.

Another tradeoff on the Woodmont Avenue side of the property would give the county a 20' easement to accommodate a future bike path and other streetscape improvements, while giving Douglas a 5' reduction in the currently required truncation of the property at the intersection of Woodmont and Cordell. Vaias writes that this exemption can be justified by the applicant's generous donation of easements for the BRT considerations on the Wisconsin side.

Finally, the proposed agreement would also let Douglas out of additional development restrictions the previous property owner had agreed to with the Planning Board in the past.

Vaias is requesting that the Planning Board review the proposed plan, as well as the already-submitted Project Plan itself, at its June 18 meeting.

While it's commendable that Douglas is accommodating the County's plans, one has to wonder how the County believes a R.O.W. of this width between Chestnut and Bethesda Avenue is possible. It's true that many buildings along that stretch of Wisconsin are going to be torn down and redeveloped in the next decade. But what about those that aren't, and which jut out into the width of R.O.W. that will exist in front of 8008 (and potentially other properties, assuming those landowners come to similar terms with MoCo and the state - which isn't guaranteed)?

8200 Wisconsin, the Doubletree Hotel, Fairmont Plaza, Akridge's 7550 Wisconsin office building, Bethesda Place, the Apex Building, and several other properties aren't going anywhere for many decades. On the east side, Chevy Chase Cars, Bethesda Crescent, and the Air Rights Building aren't either. And the historic Bethesda Theatre cannot be moved, no matter what - it's on the National Register of Historic Places.

I get that a spot like 8008 Wisconsin might be adjusted to accommodate a station through redevelopment. But as far as a huge BRT R.O.W. all the way down to Bethesda Avenue, that's not likely to happen. And certainly not with 6 traffic lanes - all of which are needed, considering they're already jammed during rush hour now.

Perhaps I've simply miscalculated, and there's some New Math solution to the problem after all. That still won't make the $5 billion BRT boondoggle, and the $300-$1000+-per-year BRT tax (at the 10% property tax rate hike suggested by County Executive Ike Leggett's Rapid Transit Task Force) Bethesda condo and home owners would pay to fund BRT each year, any more appealing to most residents.

8008 Wisconsin is a 14-story mixed-use project combining several properties, including the venerable surplus store and "beer house" along Wisconsin, Cordell and Woodmont Avenues. It will feature up to 140 apartments, including 15% affordable units (more than the required 12.5%), up to 4500 SF of non-residential uses (most of which will go to a restaurant space at the corner of Cordell and Woodmont), an underground garage, and public space.

The restaurant, with outdoor dining, should - along with the redevelopment of the parking lot next to Bruce Variety, and of JBG's land adjacent to Fairmont Plaza - help activate a currently dead block of Woodmont Avenue. Douglas is promising its lobby entrance and a zen garden will do the same on the Wisconsin side. The project sounds promising, so let's hope the Planning Board can get this moving forward.

Westwood Shopping Center doubles number of public events for 2015

One of the positive developments since developer Equity One purchased the Westwood Shopping Center has been the introduction of property events. Last year, it was a big deal to have events for the first time at the shopping center in my lifetime. Previous owners Capital Properties and Dr. Laszlo Tauber did not program events, even as other firms like Federal Realty do this regularly at properties large and small. Such events are not only positive for retail patrons, but also for the businesses in the center.

Now that events are here, Equity One is roughly doubling the number being scheduled for this year compared to 2014. Here's the list of what's planned through October:

Palisades Eye Surgery Center is moving, but fortunately for patients in Bethesda, they're not going far. The outpatient surgery center has been at 4818 Del Ray Avenue, but is now moving around the block to 4835 Cordell Avenue. They are making almost $60,000 in alterations to the new space to accommodate the facility, and extending the existing streetfront canopy.

Assault in Chevy Chase West

An assault was reported at 11:07 PM Monday, in the 4600 block of Norwood Drive in Chevy Chase West, according to crime data. On the same day, a burglary occurred at 4:04 PM in the 6300 block of Winston Drive in Bethesda.

Lucky Brand opens at Pike & Rose (Photos)

Lucky Brand has opened its new store at Federal Realty's Pike & Rose development in the Pike District. What's interesting is that Lucky is going against the recent trend of opening two (or more) stores in the Bethesda area, which is what chains like lululemon athletica, GAP, and Francesca's have been doing.



In contrast, Lucky Brand's existing store at Westfield Montgomery Mall is now walled over. Apparently, they must have felt their target audience could not sustain two stores that close together.


Hillandale Road repairs continue in Bethesda (Photos)

Hillandale Road was forecast to have reopened by May, but work continues on the replacement of a culvert that failed under part of the road last fall. The Montgomery County Department of Transportation's Division of Highway Services sent these photos of the progress. From top to bottom, these are in chronological order.

A lack of suppliers for the pipe you see in the photos here was a major reason for the long repair timeframe. Hillandale Road remains closed between Little Falls Parkway and Willett Parkway until the job is completed.
