At one point, I saw a couple pushing a baby stroller (with baby aboard) in the roadway. Fortunately, a temporary fix has averted a tragic conclusion to this mess, in the form of a temporary walkway, although I'm unaware if ADA requirements for width apply in this situation:

DEADLY PEDESTRIAN SITUATION IN BETHESDA GETS TEMPORARY FIX (PHOTOS)
No, you weren't hallucinating. With both sidewalks on Fairmont Avenue closed for construction in recent days, those were people walking in the roadway trying to get where they were going. A scene reminiscent of potentially-fatal road-walking pedestrians after heavy snowfalls this past winter, it certainly did not follow the "walkable community" guidelines we hear about so much.

This same sign was there yesterday but the path blocked by active construction equipment. Visit again during the day.
