NEW BETHESDA ROOFTOP RESTAURANT TO BE CALLED URBAN HEIGHTS

Chef Robert Wiedmaier's RW Restaurant Group is taking over the rooftop restaurant space at the corner of Cordell and Norfolk Avenues in downtown Bethesda, and they have now chosen the name Urban Heights for the new venture. Wiedmaier is known for a diverse portfolio of restaurants, including the famed Marcel's in the District, and two Bethesda restaurants - Mussel Bar and Wildwood Kitchen.

The rooftop was previously occupied by ROOF. While Urban Heights' menu and cuisine have not yet been announced publicly, the name does play up the hopes one originally had for the rooftop, as a nightlife destination in the rapidly-transforming Woodmont Triangle neighborhood. A fizzled "Nighttime Economy" initiative by Montgomery County instead left Roof and several other nightspots shuttered, and found popular late-night hangout Barnes and Noble closing its doors an hour earlier most nights.

With the success of Mussel Bar's cross of casual atmosphere with serious cuisine, Wiedmaier might just be the man to make this rooftop the place to be and be seen.

MOSTLY MONOGRAMS MOVES OUT OF BETHESDA (PHOTOS)

Mostly Monograms has completed its third relocation over the last two years. The shop was originally in the Bradley Shopping Center in Bethesda, and moved to the nearby Westwood Center II on Ridgefield Road in 2013. It has now vacated that space, and moved to 4216-B Howard Avenue in Kensington.

Westwood Center II now has, among its vacancies, what are arguably two of its highest-visibility storefronts - the former Mostly Monograms, and the vacant Weight Watchers space. Given that any potential redevelopment of this property is at least two years off, I'm curious to see what kind of tenants owner Equity One can fill these spaces with in the meantime.

The average income and demographics around Westwood Center II are out-of-this-world, and you would think any retailer or restaurant would want to capitalize on that. Yet the ground-level West River Deli space remains vacant over 2 years later. Meanwhile, other long-time tenants there continue along just fine, so you can't blame the vacancies on the building itself.

McDonald's is beginning its comeback campaign with the limited-time-only Old Bay Filet-O-Fish sandwich. Launching at the prime time for fish sandwiches, Lent, the officially-licensed Old Bay Filet-O-Fish will be sold at McDonald's restaurants in the Washington, D.C. and Baltimore areas.

NEW CHIPOTLE AT WESTFIELD MONTGOMERY MALL NOW OPEN (PHOTOS)

Chipotle is now open in the Dining Terrace at Westfield Montgomery Mall. It is next to Lobster ME.


DIESEL SPILL AT NORTH BETHESDA MARKET APARTMENTS

Several levels of the tallest residential building in Montgomery County have been contaminated by a large diesel fuel spill. According to Montgomery County Fire and Rescue spokesperson Pete Piringer, several lower levels of the 25-story North Bethesda Market East building at 11418 Rockville Pike are affected.

Several building occupants also require decontamination. The building garage and LA Fitness have been evacuated, and there are street closures around the scene. Piringer says the spill began in the parking garage.

WESTBARD REDEVELOPMENT, CROWDED SCHOOLS PROMPT BERLINER INFRASTRUCTURE SUMMIT MARCH 7 IN BETHESDA

Responding to community concerns about the proposed redevelopment of the Westbard area, and school overcrowding in Bethesda, Montgomery County Councilmember Roger Berliner is holding a one-day summit entitled, "Infrastructure and Growth: Are We Keeping Pace?" on Saturday, March 7, from 8:00 AM to 4:00 PM, in the cafeteria at Bethesda-Chevy Chase High School.

The event is expected to bring stakeholders together to have a dialogue on the topic. Berliner is not proposing specific changes to the County's Adequate Public Facilities Ordinance at this time, but beginning a community discussion on the topic. Based upon the feedback of public school PTAs, developers, municipal leaders and other stakeholders, action items proposed at the event could be addressed by the Council.

While the event was primarily prompted by the potential development at Westbard, it will consider the entire county, and officials from large municipalities like Rockville and Gaithersburg are expected to participate.

County-level officials currently scheduled to attend include County Council Deputy Administrator Glenn Orlin, Montgomery County Public Schools Director of Long-Range Planning Bruce Crispell, and Planning Director Gwen Wright.

This is a discussion that is long past-due. The Walt Whitman school cluster in Bethesda is already filled to the point where Wood Acres Elementary no longer has a music classroom, and some kids are taking gym class in hallways at Pyle Middle School. BCC High School is maxed-out on its site, and cannot be expanded further. Wood Acres will be similarly maximized after its current addition is completed, hemmed in by Wood Acres Park, forest buffers, and the residential neighborhood that surrounds it.

Yet, the Montgomery County Planning Department is rewriting the Westbard Sector Plan, and the current draft proposal would allow thousands of new residents and cars to be jammed into a roughly 2-block area. Developer Equity One last week unveiled a more specific plan for its Westbard properties, which would account for 500-700 new housing units (representing 1290-1806 new residents, using the current U.S. Census Bureau measurement of 2.58 persons per unit). How can this apparent disconnect between developer desires and zero school capacity be addressed? Something literally has to give.

County planners and the council will either have to scale back the Westbard redevelopment plans to a more appropriate height and density, or MCPS and developers will have to come up with significant new resources of money and land. It's one thing to talk about growth in newer communities. But we're now finding that those who criticized the reckless plan to allow massive "infill" sprawl redevelopment were correct in calling it irresponsible. When you destroy strip malls and neighborhood commercial and service areas, and replace them with luxury apartment towers, you get students and cars. Students and cars means more classrooms and more traffic.

The problem with infill development is that there is little-to-no capacity for either.

To go forward with a plan of thousands of new residents, there are really only 2.5 options. First, is the third rail of MoCo politics - major changes to school boundaries, which would result in long bus rides for some.

Second, developers would have to hand over significant plots of land. Where is that possible in 20816? Planners identified two sites for a new elementary school, those currently occupied by the vacant Manor Care Springhouse nursing home and the Little Falls Library. But neither site is large enough to hold an elementary school under MCPS guidelines. A shared school site with adjacent Westland MS at the library site is talked about, but that idea totally falls apart when you consider the common facilities such large student and faculty populations would have to share. Neither school's students would be adequately or justly served by the finished product. Those endorsing such a plan obviously are not planning to send their own kids there. I'm not even sure how sharing the site with Westland provides any more acreage to the proposed elementary school than if it stands alone on the library site. Westland currently occupies all the buildable space above the library, minus a service road and small forest buffer that stand between them.

The third, "0.5" solution is just that - only a partial solution: reclaim former schools such as that currently leased by the private Washington Waldorf School on Sangamore Road. WWS recently re-upped that lease, and my understanding is that the terms were quite favorable to them, with renewals at their option, not MCPS'. Again, it's a partial solution, because those former school buildings are smaller than today's, and wouldn't meet the demands at the elementary, middle and high school levels by themselves.

I haven't even talked about roads, stormwater and sewer facilities, and all the other things that people often forget are required to support residential growth (until the existing facilities fail).

Hopefully putting a lot of community leaders into one room will generate new ideas, because I'm not finding many options or solutions at this point, short of scaling back the infill sprawl plan for the Westbard Sector.

CORE TAKES OVER BURTON SPACE AT WESTFIELD MONTGOMERY MALL (PHOTOS)

CORE is the new tenant at the recently-vacated Burton Store in Westfield Montgomery Mall in Bethesda. Like the short-lived J. Cigar, CORE is a local import from sister mall Westfield Wheaton Plaza.

According to CORE's website, the boutique's upscale apparel is "Progressive. Luxury. Street. Contemporary."

FORMER UFC GYM NOW FOR LEASE IN BETHESDA (PHOTO)

The former UFC Gym, which recently closed on Cordell Avenue in Bethesda, is now officially for lease. It is owned by Greenhill Capital.

UFC Gym remains a puzzler, coming into town with great fanfare and, presumably, big bucks and a major brand name behind it. Yet it folded faster than the far lesser-known LA Boxing.



VINEYARD VINES OPENING IN BETHESDA (PHOTOS)

Attention preps of Bethesda: Vineyard Vines is coming soon to Westfield Montgomery Mall in Bethesda. Featuring preppy styles for men, women and children, Vineyard Vines will be located on the lower level by True Religion. 

In case you're concerned that this will be one of those places mostly for women, with a little section for guys, the company was started by two brothers from Connecticut.

The men's polos do have a whale where the alligator would be on a Lacoste, a refreshing change from JCPenney's inept choice to run away from its legendary Fox polo mascot.

YUM CREPES OPENING IN BETHESDA, COLD STONE CREAMERY COMING SOON (PHOTOS)

Yum Crêpes will be the newest addition to the Dining Terrace at Westfield Montgomery Mall in Bethesda. The restaurant is currently hiring staff.

Also, Cold Stone Creamery has finally posted signage as it, too, gears up for its debut at the mall. This will be the first Cold Stone location in Bethesda. The spot shown here is near the new Chipotle in the Dining Terrace.

HUNGRY-MAN CHICKEN AND WAFFLES REVIEW (VIDEO)

One of the biggest breakthroughs in TV dinners has arrived on the shelves of the frozen aisle at Giant in Bethesda: Hungry-Man Boneless Fried Chicken and Waffles.

Yes, it has real waffles, not some kind of deconstructed substitute. And the waffles have real maple syrup already applied, no separate syrup cup to remove, heat in a cup of microwaved water or any of that usual rigmarole when it comes to special sauces, gravies and toppings for frozen dinners. I don't mean they just have a baked-in flavor. They are actually sitting in maple syrup in the tray, with the fried chicken patties on top of them.

Homestyle mashed potatoes and a cranberry-apple dessert round out the meal, which is surprisingly low in fat given the type of food we're talking about here - fried chicken is fried, after all.

The erection of a tower crane is becoming a standard event in downtown Bethesda's luxury apartment building boom, snarling traffic and drawing photographers. Element 28, a Kettler mixed-use apartment tower on Old Georgetown Road, got its crane yesterday, requiring a choreographed effort by numerous men and machines.
