MoCo shuts down work at Bethesda restaurant (Photos)
Montgomery County issued a Stop Work Order yesterday at 4806 Rugby Avenue, the former home of Yamas Mediterranean Grill. The order posted cites a violation of Montgomery County Code Chapter 8-25. However, thanks to the County's so-called "open government," the online version of the County Code that the County Code website directs you to doesn't actually let you read the Code. But you can buy it on CD-ROM. Heckuva job, Brownie!
There is clearly work going on inside. But there appear to be no permits posted in the windows, as would be required before performing any sort of significant construction, repair or remodeling.

So...I went to the link you provided and the code is there. You can either search for it, or navigate to Chapter 8-25 via the menu on the left hand side.

Then click on the relevant section.
8-25 is quite general:
"Sec. 8-25. Permits.
(a) Action on application. The Director must examine or cause to be examined each application for a building permit or an amendment to a permit within a reasonable time after the application is filed. If the application or the plans do not conform to all requirements of this Chapter, the Director must reject the application in writing and specify the reasons for rejecting it. If the proposed work conforms to all requirements of this Chapter and all other applicable laws and regulations, the Director must issue a permit for the work as soon as practicable."
It has more sections. My guess is by just writing 8-25 there, they mean it's unpermitted work overall.

I love that the first link he provided is the text of the code itself and the second link gives you about half a dozen options to go and navigate the code online and the only mention of the CD-ROM is that they no longer provide that service. LOL.

I cannot find any permits online or permits on the building. There is construction going on with several trucks and men coming and going . What is going on over there?
