Plumbing work causes partial garage closure in Bethesda
Part of the Cordell-St. Elmo Public Parking Garage has been closed off for "plumbing work." The work is scheduled to continue through October 23, 2019.

An “educated” reader would know that “quotes” add “dramatic emphasis”, and require the reader to “ponder” the “real” meaning of the passage. In this case, I believe Robert wants us to “wonder” if these “plumbing issues” are “evidence” that there is more to this story that just “leaks”. Very thought “provoking” don’t you think?
