Barnes & Noble makes a comeback...in Fairfax County

Barnes & Noble is much-missed at Bethesda Row. But the chain is planning a comeback with a new store concept, only not in Bethesda. Instead, the bookseller is planning to open one of the new stores in the Mosaic District at 2921 District Avenue in Fairfax County, which along with Loudoun County, is destroying MoCo in economic development (of course, with MoCo at rock bottom in the region, so are little guys like Culpeper and Rappahannock. Humiliating!).

B&N's new prototype store has a downsized inventory focused on books and gifts, dropping declining categories like music, movies and toys. It will also have a cafe, a feature Bethesdans were angered to find missing at the new Amazon Books store at Bethesda Row. The Mosaic Barnes & Noble is expected to open in June, according to the company.

The loss of Barnes & Noble and the Regal Cinemas (which the Montgomery County Council and Planning Board did not require the developer at 7272 Wisconsin Avenue to replace, despite having the authority to do so), along with the increasing flight of the rich out of Montgomery County to lower-tax jurisdictions in the region, has been a one-two punch to Bethesda Row. Longtime large restaurants have suddenly closed, and once-full parking garages now have hundreds of open spaces at the height of dinner hour.

We won't get a true test of the people-drawing power of B&N replacement Anthropologie & Co. until warmer weather returns this spring and summer. For now, the old crowds on the plaza have decidedly dispersed elsewhere. A major part of that is the loss of the theater, as well. Mainstream cineplexes have been shown in studies to draw an additional 20,000 people to an area per weekend. While the early months of Anthropologie have found its Terrain Cafe to be quite busy, the store itself seems to draw only a fraction of the shoppers the "failing" bookstore did.

The Barnes & Noble format isn't just "slimmed down". It's the same size as the Amazon Store - 8,630 sq. ft. for the new Mosaic District Barnes & Noble, to the Bethesda Row Amazon Books' 6,000 sq. ft.

The now-closed Barnes & Noble store in Bethesda Row was 37.500 sq. ft.

We find the Amazon Books very useful for painless Amazon returns. If you want to go to a cafe, perhaps one of the 200 restaurants that are easily within walking distance might suffice. If you lament the loss of free browsing access to magazines and books, they have this new thing called a library.

How is this MoCos' fault? B&N's lease in Bethesda was up for renewal. They asked for a reduction. The landlord said no. They parted ways amicably.

My guess if Mosaic in Fairfax is dealing with vacancies and desperate for tenants so they gave B&N a sweet lease deal.

You are absolutely right Robert, things are really looking bad in Bethesda.

By my count, we currently have 6 tower cranes in the city. We have had 24 major projects constructed between 2008 and now.

We currently have 9 high-rise projects under construction (4747, The Wilson, The Elm, Avocet Office Tower, AC Hotel Bethesda, Marriott HQ, Marriot Hotel, 7900 Wisconsin and Brightview).

We have 21 high-rise projects approved or in the pipeline (St Elmo, 8008 Wisconsin, 8000 Wisconsin/Artena, 8280 Wisconsin Bio-Science, 8015 Old Georgetown Church and Condos, 7607 Old Georgetown, Claiborne, ZOM/Maizon Bethesda, Edgemont II, 4340 Wisconsin, Rugby Condos, 4915 and 4921 Auburn, Metro Center 4, 4540 Montgomery, 7121 Wisconsin, 7126 Wisconsin, Metro Tower, 7800 Wisconsin, 7820 Wisconsin, and the Bethesda Gateway Project on East West Highway). Obviously some of these might not be realized, but many new ones are likely in the works.

We also have 7 major new infrastructure and park improvements including the new South Metro Entrance, Purple Line Station, Wisconsin Plaza, Capital Crescent Trail Improvements to Silver Spring, Capital Crescent Urban Park and EYA Farm Women's Market Food Hall and an enhanced Metro Plaza in the pipeline.

That's 37 major projects in the city and potentially 61 major high-rise projects since 2008. Almost all of these projects include ground level retail, cafes or restaurants.

Perhaps others have more faith in the health of downtown Bethesda than you have...

9:58 AM Great to see the residential development but very little of the development in the pipeline offers any significant retail. JBG's project on Wisconsin will have significant retail space but no other project has anything like that planned.

Nor are there any community benefits such as public space or arts/entertainment included as part of any project in the pipeline. Maybe the Womens Farm Market project will offer something of a public space, but it remains to be seen.

10:21 AM, I have to disagree with your comment that not many of these projects include retail or restaurant space in the base. I would suggest that most of these projects all include substantial commercial space, at least the ones close to the Metro and Purple Line Stations.

By the way, my project count started at 2008, when the last phase of Bethesda Row was completed, which completed a very substantial amount of retail along four streets.

4747, The Wilson, AC Hotel Bethesda, Marriot Hotel, 7900 Wisconsin, St Elmo, 8008 Wisconsin, 8000 Wisconsin/Artena, 7607 Old Georgetown, Claiborne, 4340 Wisconsin, 4915 and 4921 Auburn, Metro Center 4, 4540 Montgomery, 7121 Wisconsin, 7126 Wisconsin, Metro Tower, 7800 Wisconsin, 7820 Wisconsin all have very large retail or restaurant components. Thats 20 new projects, many with multiple retail spaces in each tower so maybe 30 to 40 new retail/restaurant spaces.


This does not even include the proposed food halls at the FWM, that in one renovated and two new buildings, might contain dozens of new restaurants and cafes across the street from the new South Metro Entrance, Purple Line Station, CCT 250 space Bike Parking Deck and potential BRT Station.

Privately owned public space is also included in many of these projects, especially at 7900 Wisconsin, Metro Center 4, Avocet Tower and the Elm/Wilson. Of course many are not in one large town square, but they do add up to a very pleasant connected system of plazas and green spaces. As the PIP funds accrue, the county can afford to develop more public spaces like the Capital Crescent Plaza and Veteran's Park, or purchase additional sites for park usage.

By the way, the Bethesda Urban Partnership lists 192 existing or "coming soon" restaurants and cafes within Downtown Bethesda's CBD. A few on the list are closed, and a few new ones are missing. This is a very substantial amount of dining options, well within an easy walk from the Metro. The Bethesda Circulator makes it even easier for those who can't walk very far, or during inclement weather.

This is why Bethesda has an extremely high Walkscore of well over 95 for most locations in the downtown area. Many areas of downtown Manhattan, San Francisco and Boston do not have a score this high.

A Walkscore of 100 is the highest possible score. For example, Upstairs at Bethesda Row has a Walkscore of 98.

Mosaic District tenants include Target, GW Asian Supermarket, Arby's, and Panda Express. Its not an upscale area by any means. Most of Fairfax County in the shadows of Tysons Corner and Reston is just as run down and gang infested as Langley Park

10:17: That was not only not an investigative piece, but it was withheld until after the election. All of it is sourced from County officials, not her own investigative reporting. She's still not investigating it now, and she may well have been in on the cover-up. No serious person believes that, with the number of elected officials and County employees who were aware of the embezzlement, no one had tipped off the Washington Post prior to November 2018. Give me a break.

By the way, please tell me even Democrats were nauseated by the Mike Miller article the other day. Not surprised to see Steve Hendrix's byline on it, the go-to guy for the MoCo (and now, Annapolis) cartel(s) when any of its self-styled "Godfathers" want a puff piece. If I were an editor, I'd fire the reporters who wrote that on the spot, and it would never have been printed. And I would have fired Barrios early last year.

I think I read that Maryland offered to spend over $8.5 billion. I'm not so sure the risk/reward would have been realized this far down county.

Many articles and commentaries were that MoCo had this in the bag and Amazon HQ2 was the solution to all of our problems- such as the big hole in the grounds of the old White Flint Mall.

The "Pike Plan" has fizzled in terms of being a new Tysons. Pike & Rose gave us a nice little neighborhood, but where is the intense office development promised? Even Marriott didn't want to move there. The City of Rockville pointedly told MoCo goverment employees that, no, actually you can't incorporate Twinbrook into White Flint. Now what?

Of course, none of this was able to be debated ahead of November's elections because there were no Council debates. Funny how that works.

MoCo government and its house organs often spread misinformation to further its cause.

6:04: Texas isn't in the desperate position MoCo and Maryland are - Montgomery hasn't attracted a single major corporate HQ in two decades. Texas has attracted many, and the cost of living is cheaper than it is here, to boot.

5:59: The financial losses came from not pursuing the other searching companies at all, and from projects like Montrose Parkway East and the north entrance to White Flint Metro, for which funding was canceled under the Council's overconfident belief that they would win HQ2 and Hogan would fund both. They were wrong, and now neither project is moving forward.

6:00: No, they are financial losses because the crooks running the County put all effort into Amazon because they thought the decision was going to be a political one, rather than the one that made the most business sense for Bezos. Meanwhile, Virginia played every hand available, and not only picked up Amazon, but quite a few other HQs and factories along the way.

I just mentioned two projects that were postponed due to the false belief the state would pay if we got Amazon, and as a result, were essentially canceled by Elrich's latest budget proposal.

4:09: The Montrose Parkway East was very popular among business groups and drivers who currently sit at red lights on Randolph Road. Its cancellation the same week Amazon execs were touring Montgomery County was a humiliatingly stupid Council decision that certainly didn't help our bid.

Amazon is essentially a logistics company, as their Crystal City plans indicate, and had to be spooked by the government of the place they were touring canceling the biggest infrastructure project for the area they were considering in the County for the HQ2.

Of course, with no critical press besides me, they've skated on that blunder and even been allowed to proclaim defeat was actually a victory. And it was your favorite corrupt or incompetent reporter Jennifer Barrios who pointedly refused to include my relevant and timely comment that was emailed to her in advance in her article on the parkway postponement.

Do you realize that the "HQ" in "HQ2" stands for "headquarters" - not "package sorting and shipping facility"?

We know because there was an argument between Roger Berliner and Nancy Floreen about the Montrose Parkway, in which Berliner expressed his belief that the Amazon deal included the funding for these projects. He was then reprimanded for disclosing secret information from the deal, and this was widely talked about in the Post and elsewhere at the time.
