I have never found it hard to park in Bethesda. I can walk a little or pay a little.
I predict people will just ignore those signs unless you have people visibly getting ticketed or towed.
I know it's not quite as convenient as those few end-of-Row spots, but there is a county parking garage literally adjacent to Bethesda Row that doesn't cost much and has lots of spots. Just a suggestion! :-)
Finally. The issue wasn't parking, it was those people trying to back out onto the road again and blocking traffic that's already backed up for the light to cross Arlington Road.
