The power line is located along the site of the future Marriott International Headquarters, where final demolition is about to begin. One southbound lane of Wisconsin Avenue has just been closed on the opposite side of the property for demolition. It's unclear if the low-hanging wire has anything to do with those demolition operations.

Power line hangs dangerously low on Woodmont Avenue (Video+Photos)
A power line is dangling dangerously low over the sidewalk on Woodmont Avenue in downtown Bethesda. Some yellow caution tape has been wrapped around it in several places to make it more visible.

That's not a "power line". The fact that one end is tied to a street sign is your clue.
It’s a data line and it has also been there for a few days. I comfortably walk under it each day to work. Just happpy they haven’t closed that sidewalk. Not that it will be missed that sidewalk sucks anyway.
Power lines are the highest line on a telephone pole. This is the lowest line which means it is a utility (internet, cable, phone, etc..). It is also wrapped around a metal object which should be the first clue there is no electricity running through it.
shocking....
Assuming the caution tape is so people don't mess with it. Would hate to see a cable outage because someone ripped down the line.
