All four suspects now arrested in Bethesda parking garage armed carjacking

Montgomery County police have now located and arrested the fourth of four suspects in the June 10, 2022 armed carjacking at the Cordell-St. Elmo Public Parking Garage 40 in downtown Bethesda. The other three suspects were found and arrested by police last weekend. All four have now been charged with armed carjacking and firearm offenses.

The sole adult suspect arrested is Herbert Randall, 18. Two juveniles, Katelyn McKiernan, 16, and Caleb Fraker, 17, are being charged as adults. All three allegedly "admitted to committing the carjacking" during an interview at police headquarters, according to a department press release. Fraker was the last to be arrested, after police executed a search warrant.

A third juvenile, a 15-year-old female, is being charged as a juvenile and has been released into the custody of a parent. Police did not disclose the current custody or bail status of the other three suspects, nor their towns of residence. They did not release any information about the number or type of firearm(s) used, nor how they were acquired. Only Randall's mugshot was released.

As I reported last week, the stolen Hyundai Elantra was recovered by police, and was a rental car registered in Washington, D.C. In their press release, police disclosed that a tracking chip inside the car allowed them to locate it. They also indicated that one of the suspects pointed a firearm directly at the chest of one of the two victims when demanding the keys to the Hyundai.

Glad they've been caught. Hope justice is swiftly delivered.

What in the Lord's name is happening around here and the country? It's not a matter that these crimes are being reported more so it appears crime has increased. No, this is a simple matter of more crimes being committed. Armed car jacking by teenagers? Are you kidding me? Not in Bethesda in my lifetime and I've been here since birth.

Weekend fun for bored suburban youth? Any addresses for those charged as adults? Not specific street numbers, but are there neighborhoods offered? It would be interesting to know where they lay their heads, what schools they go/went to.

He bears resemblance to the cartoon Butthead, in more ways than one.

To the author of the comment I didn't approve, if you could restate that comment with a less violent description I can post it.

3:21 Copy that, Robert... I'll refrain, too wordy to re-write, but thanks for the note.

Herbert lives in a 2 million + dollar hour in Potomac (based on his arrest record).

"Herbert lives in a 2 million + dollar hour in Potomac (based on his arrest record)." Sorry, I meant house!

Anyone stealing a Hyundai Elantra is not very savvy, or desperate for quick cash, perhaps for the purchase of drugs.
